PT PMA Incorporation Cost in Indonesia (2026): Capital, Government Fees & Service Packages

PT PMA incorporation cost in Indonesia 2026.

Table of Contents

“How much does it cost to set up a company in Indonesia?” is usually the first question foreign investors ask — and the answers online range from a few hundred dollars to several billion rupiah. Both are technically true, because they describe different things. This guide breaks the real cost of a PT PMA into four layers so you can budget accurately. For the process itself, see our overview of the steps to set up a company in Indonesia.

Layer 1: Capital requirements (your money, not a fee)

The largest number in any PT PMA budget is capital — but it is invested in your own company, not paid to anyone.

  • Minimum paid-up capital: IDR 2.5 billion. Under BKPM Regulation No. 5 of 2025, effective October 2025, the paid-up capital floor for a standard PT PMA was reduced from IDR 10 billion to IDR 2.5 billion. The capital must be deposited into the company’s bank account and generally cannot be moved out of the company for 12 months, although it can be used for business purposes.
  • Total investment plan: above IDR 10 billion. The total investment plan, generally above IDR 10 billion per five-digit KBLI per project location (excluding land and buildings, with sector exceptions), is unchanged. It is realized over time and reported through LKPM.

Some sectors have higher capital requirements, so the KBLI codes you choose matter.

Layer 2: Incorporation service and official charges

Incorporation covers the deed of establishment, Ministry of Law approval, NIB through OSS, the company tax ID (NPWP) and initial reporting. At Watershore, PT PMA incorporation is USD 2,500 with a typical timeline of 1–2 weeks, covering:

  • Articles of Association (Akta)
  • Ministry of Law approval
  • NIB (business identification number) via OSS
  • Company tax ID (NPWP) and Coretax activation
  • Initial mandatory manpower report (WLK)

Official charges, notary disbursements and third-party fees are payable on top of service fees.

Layer 3: Operational setup

  • Corporate bank account opening: USD 400.
  • Commercial and operational address: USD 400 per year. A business address in an appropriate zone is required for licensing.

Layer 4: First-year compliance and people

A PT PMA has ongoing obligations from day one: LKPM investment reports, monthly tax filings, annual corporate tax returns, the annual shareholders’ meeting and manpower reports.

  • Corporate compliance services: from USD 2,500 per year (without payroll).
  • Tax reporting, accounting and bookkeeping: from USD 1,800 per year.

If foreign shareholders or directors will live and work in Indonesia, budget for work and stay permits:

  • Investor KITAS (for individual shareholders): USD 2,500. Learn more about the investor KITAS.
  • Director/Commissioner KITAS: USD 4,000.
