An Employment Pass (EP) is a work visa issued by the Singapore government to foreign professionals, managers, and executives who meet the eligibility criteria to work in Singapore.

The Employment Pass is for higher-skilled foreign professionals with higher salary and qualifications, while the S Pass is for mid-skilled workers with lower salary thresholds and different eligibility criteria.

Eligibility Criteria

Individuals with a job offer in Singapore, possessing relevant qualifications and work experience, are eligible to apply for an Employment Pass. The applicant’s salary and job role also play a critical role in eligibility.

To be eligible for an Employment Pass, candidates must have a job offer from a Singapore-based company, meet the minimum salary requirements, possess relevant educational qualifications and professional experience, and demonstrate that their role contributes to the local economy.

As of September 2023, the minimum qualifying salary for an Employment Pass is SGD 5,000 per month, with higher thresholds for older, more experienced candidates and those in the financial services sector.

There is no specific age limit for Employment Pass applicants, but older candidates generally need higher salaries to qualify, reflecting their experience and seniority.

Application Process

A duly endorsed EP Application Form 8, latest resume and educational certificates, references form previous employers, passport details and recent photo, employment contracts, and company registration documents.

You cannot apply for an Employment Pass on your own. Your employer or an authorized third-party agency must submit the application on your behalf.

Startups in Singapore may face more scrutiny in EP applications, especially regarding business viability and ability to meet salary requirements. However, they are encouraged to apply and can seek guidance from the Ministry of Manpower.

The Fair Consideration Framework (FCF) requires employers to advertise job vacancies on the MyCareersFuture.sg portal for at least 28 days before submitting an Employment Pass application. This ensures that local candidates are given a fair chance to apply for job opportunities, promoting fair hiring practices

There are no quotas for Employment Passes, but each application is assessed on its own merits, considering the company’s ability to develop a strong local workforce and contribute to Singapore’s economy.

Processing time varies but generally takes around 3 to 8 weeks from the date of submission. However, it is subject to completeness of documents, quota availability and additional checks which could affect the processing time.

You can check the status of your Employment Pass application through the Ministry of Manpower (MOM) website using the application number and your personal details.

Costs include the application fee of $105, fees for medical examinations, translation of documents (if required), and professional services if using an agent. Upon EP approval, there will be an issuance fee of $225.

While holding an EP...

The Employment Pass is typically issued for first time candidates for up to 2 years and can be renewed for up to 3years as long as the employment conditions and eligibility criteria are met.

Compliance requirements include notifying authorities of changes in employment or personal details, adhering to visa conditions, and renewing the pass before expiration if needed.

Employment Pass holders are considered tax residents if they stay in Singapore for 183 days or more in a year and are taxed on income earned in Singapore at progressive resident tax rates. Non-residents are taxed at a flat rate.

Yes, you can change employers while holding an Employment Pass, but your new employer must apply for a new EP for you. The new application will be assessed independently.

Yes, EP holders can bring their family members to Singapore through Dependant’s Passes (DP) for spouses and children and Long-Term Visit Passes (LTVP) for parents and other dependants, subject to eligibility.

Yes, Employment Pass holders are eligible to apply for permanent residency in Singapore through the Immigration & Checkpoints Authority (ICA) under the Professional, Technical Personnel and Skilled Workers (PTS) Scheme.

To renew your Employment Pass, your employer must submit a renewal application through the Ministry of Manpower’s (MOM) online portal. The renewal process should start at least 6 months before your current pass expires to ensure timely processing.
